How you achieved the challenge
As part of The Vale of Glamorgan Councils WHQS external works programme, the Buttrills Estate project was selected to be run as a multi phase whole estate refurbishment with phase 1 and 2 concentrating on getting the properties wind, water tight and thermally efficient with the additional benefits of providing a more aesthetically pleasing backdrop. This has been achieved with the installations of new flat roofing, new UPVC windows & doors and external wall insulation along with balcony upgrades.
The next phase will see internal communal upgrades including CCTV, electrical systems and full refurbishment of walls ceiling etc. Fire safety is at the heart of everything we design and therefore the decision has been taken to install sprinkler systems in Awbery House our tallest block of flats to complement the upgraded fire doors that have already been installed and other fire safety measures being undertaken as part of the refurbishment.
Once complete the final stage will include environmental improvements to the outside spaces with the community being placed at the centre of decisions for both the design and implementation of the works. A range of options are currently being worked up with consultation with residents and the wider community due to start shortly.
With a defined budget it has been a challenge to achieve the right balance of improvements whilst always striving to achieve the WHQS standards. To date we have achieved this with the works that have been undertaken which have provided well insulated, fuel efficient homes which are in a good state of repair and located in attractive environments.
This project is fully aligned with the values of the council being an ambitious programme of works that has been undertaken with the openness of community engagement which has helped to bring together ideas of design and choice and is a project the whole community can be proud of.

The benefit/outcome of doing the project to the customer/environment
Talking to members of the community in Buttrills and listening to how the insulation work has had on reduction on heating bills, improved comfort within the home and how good their estate looks it confirms to me that a fabric first approach to addressing cold, expensive to heat and draughty homes is key to help addressing the thousands of uninsulated properties within the UK.
Betty - Customer of Vale of Glamorgan Council
Betty has been a resident in the Buttrills for over 50 years. She lived in a house before moving into her bungalow. Betty is an active member of the community and is very pleased with the improvement works that the Vale of Glamorgan Council are doing including the external wall insulation as part of their improvement to energy efficiency and improving communities. The Vale of Glamorgan Council are repairing and installing new garden fences Betty said ‘now the works are nearly complete the estate looks brand new like it did when I first moved here 50 years ago.
‘I have turned the heating off as I no longer need it on now the insulation has been installed. I had the heating on last year as I was cold.
It’s nice to be able to look out of the window to see a nice view now rather than a drab one. I like looking out into the street now.’
