What is the Building Safety Fund (BSF) and why is PAS 9980 important for both the remediation of aluminium composite material (ACM) cladding systems and new builds from 2022 onwards?
The UK government’s response to, and support for, the remediation of buildings with ACM cladding systems following the Grenfell Tower tragedy has taken time to solidify.

WHAT IS COVERED BY THE BUILDING SAFETY FUND?
After an initial reaction to remediate all buildings with ACM cladding, research and findings by the Department for Levelling Up, Housing and Communities (DLUHC) has now focused on mid-rise (11-18m) and high-rise (18m plus) residential buildings. A much touted sum of £4 billion to fund remediation is now in doubt and it’s believed that much of the funding will be raised from property owners and developers. The mechanism to do this is still unclear but will be designed to protect leaseholders from paying a maximum of £50 pcm to cover costs.
Because the initial government response was to include all buildings, regardless of height, there are many applications from that time that are being honoured – just over 1,000 in fact. For current applications to the BSF, we lay out the process, which is undertaken with a Delivery Partner – either Homes England or The Greater London Authority, depending on your location.

WHAT IS PAS 9980?
The most up to date version of this Publicly Available Specification is PAS 9980:2022 which is the latest methodology for a Fire Risk Appraisal of External Walls (FRAEW). This is an updated methodology to be followed for all remediation and new-build projects and takes into account design features in external cladding that relate to the suspected causes of the Grenfell Tower tragedy. It also emphasises that only qualified and experienced fire safety inspectors are capable of complying with its specifications.
